Esper Agent 13 does not support administrator-managed eSIM download and activation on fully managed Android 15 and Android 16 devices. This article explains this limitation and what options are available to you.

Understanding the limitation

Esper Agent 13 does not implement administrator-managed eSIM profile provisioning on Android 15 or Android 16 devices running in fully managed (Device Owner) mode. This capability is not available through any of the following:

• Commands API
• Device SDK
• Supervisor Plugin
• Private beta programs

This is a feature gap in Esper's platform, not a bug. While Android 15+ introduced eSIM management capabilities, Esper has not yet built support for this functionality into its agent or SDKs.

What you can do

If you need administrator-managed eSIM provisioning, consider these alternatives:

• Check for product updates: Verify whether eSIM support has been added in a more recent Esper Agent release. eSIM provisioning features may have been shipped in a version newer than Agent 13.
• Use OEM-specific tools: Some device manufacturers (such as Samsung or Qualcomm-based enterprise devices) provide their own eSIM management SDKs or APIs. Check whether your device OEM offers eSIM provisioning tools that you can integrate with a custom app deployed through Esper's Apps & Configuration feature.
• Use third-party eSIM platforms: Evaluate dedicated eSIM management platforms that comply with GSMA standards and operate independently of the MDM layer.
• Request this feature: Contact Esper Support to submit a feature request for administrator-managed eSIM support. If this is a critical requirement for your deployment, mention that in your request.

Important notes

• This limitation applies only to Esper Agent 13 on Android 15 and Android 16 in fully managed mode.
• Android's eSIM capabilities are available only on Android 15 and later — they are not supported on earlier OS versions.
• If you are evaluating a more recent Esper Agent version, check the release notes to confirm whether eSIM support has been added.
