iPad shows "configuration could not be downloaded" during provisioning — register serial number first

When an iPad is transferred from another MDM and enrolled through Apple Business Manager (ABM), it may show the error "The configuration for your iPad could not be downloaded" during provisioning. This happens because Esper has not yet received the device's serial number, so there is no configuration profile ready for the device to download when it contacts Esper's MDM server.
Why this happens
ABM-based provisioning requires Esper to know the device's serial number before the device attempts enrollment. If the serial number is not registered in the Esper Console first — and ABM synced afterward — the device contacts Esper's MDM server during setup but finds no matching configuration, causing the download to fail. The correct sequence is: register the serial number in Esper → sync ABM → factory reset the device.
Before you begin
Confirm you have the following before starting:
- The device's serial number (visible on the iPad's physical case, or at Settings → General → About)
- Access to the Esper Console with provisioning permissions
- The device already assigned to your Esper MDM server in Apple Business Manager
Steps

Register the device serial number in Esper. In the Esper Console, go to Provisioning, select iOS as the device platform, and choose Seamless Provisioning as the provisioning method. Select the appropriate Blueprint and provisioning group for this device, enter the device's serial number, then click Add Device. Registering the serial number here creates the configuration profile that ABM will deliver to the device during setup.
- If the Add Device button is grayed out, the serial number may already be registered in your tenant. Go to Devices & Groups and check whether the device appears in a pending or orphaned state. If it does, remove or reassign it before proceeding.
- Sync your ABM configuration. In the Esper Console, go to Apple MDM Management and click Sync. This pushes the updated enrollment configuration — including the newly registered serial number — to Apple's servers so ABM can deliver it to the device.

Factory reset the iPad. The device must go through initial setup again to pull the new configuration from ABM. Choose one of these methods:
- Via device settings: Go to Settings → General → Transfer or Reset iPad → Erase All Content and Settings.
- Via Recovery Mode (if the device is unresponsive or Activation Lock from the previous MDM is blocking reset): Connect the iPad to a Mac or PC, open Finder, select the device, and click Restore.
If Activation Lock from the previous MDM is enabled, you must release it through ABM before the factory reset will complete. In ABM, go to Devices, select the device, click Edit MDM Server, and click Release. Then perform the factory reset.
- Complete provisioning. During initial setup, connect the iPad to Wi-Fi. The device will contact Esper's MDM server, download the configuration profile, advance past the Remote Management screen, and begin enrolling into your tenant.
Verify: Within a few minutes of completing setup, the device should appear as Active or Provisioning in the Esper Console under Devices & Groups in the assigned group. If it does not appear within 10 minutes, proceed to the troubleshooting steps below.
If this doesn't resolve it
Before contacting support, check the following:
- Your Wi-Fi network allows outbound HTTPS traffic on port 443 to both Apple and Esper endpoints. A network that blocks or inspects this traffic will prevent the configuration from downloading.
- The device's serial number in the Esper Console exactly matches the serial number on the device — no extra spaces or transposed characters.
- The ABM sync completed successfully after you registered the serial number. Repeat the sync if you are unsure.
- The Blueprint and provisioning group assigned to the device are valid and active in the Esper Console.
If the issue persists after verifying all of the above, contact Esper Support. Include the device's serial number, a screenshot of the error on the iPad, and the name of the provisioning group assigned in the Esper Console. If the Add Device button remains grayed out despite no duplicate registration being present, note that as well — the ABM-synced record may require manual resolution.
