Google EMM enrollment fails with consistent error regardless of account: verify EMM binding conflicts and account eligibility

If you're unable to connect your Google account for Managed Google Play enrollment in Esper, the issue is usually caused by an existing EMM binding conflict or insufficient account permissions. This article walks you through the verification steps to resolve it.
Before you begin
To troubleshoot Managed Google Play enrollment, you'll need:
- Access to your Google Admin Console (if using a Google Workspace account)
- Super Admin privileges in Google Workspace (required for enrollment)
- Your Esper Console credentials
Check for existing EMM binding conflicts
Google allows only one Android Enterprise binding per Workspace domain at a time. If your domain is already bound to another EMM provider, you must remove that binding before connecting to Esper.
- Log in to Google Admin Console with a Super Admin account.
- Navigate to Devices & endpoints → Mobile & endpoints → Settings → Android Enterprise.
- Check if an existing EMM provider is listed.
- If a binding exists, select it and delete the binding.
- Return to the Esper Console and reattempt the enrollment flow.
- Log in to Google Admin Console.
- Navigate to Account & Admin → Admin roles.
- Search for the account you're using for Esper enrollment.
- Confirm it has the Super Admin role assigned.
- If it doesn't, assign the Super Admin role or use a different Super Admin account for enrollment.
- In the Esper Console, navigate to Play Store → Settings → Connect Google Account.
- Select the personal Gmail enrollment method.
- Complete the OAuth flow and confirm the binding is accepted without error.
- If this succeeds, the issue is specific to your Workspace domain configuration.
- In the Esper Console, go to Play Store → Settings → Connect Google Account.
- Complete the OAuth flow.
- Verify the account now appears as connected and Managed Google Play apps are available.
- A screenshot of the exact error message or error code
- Your Esper tenant/enterprise ID
- The Google account type used (Workspace domain name or personal Gmail)
- Browser console errors (open Developer Tools with F12, then check the Esper Console tab)
Verify Super Admin privileges
Only Super Admin accounts can authorize Android Enterprise / Managed Google Play bindings. Standard admin roles are insufficient.
Attempt enrollment with a personal Gmail account
If you're encountering issues with a Google Workspace account, test with a fresh personal Gmail account to isolate whether the problem is domain-specific.
