Play Store app installs fail with "This device is not managed by Google Play Services": verify EMM enrollment and account binding in Esper Console

When Play Store app installs are attempted from the Esper Console, deployments fail and affected devices display the error "This device is not managed by Google Play Services."
Why this happens
Esper deploys Play Store apps through Android Enterprise's Managed Google Play integration. If your Esper account has not completed EMM enrollment — or the bound Google account is ineligible — the trust chain between Esper and Google Play breaks, and every Play Store deployment fails across all managed devices.
Step 1: Check your current EMM enrollment status
- Open the Esper Console and navigate to Apps & Configuration → Play Store.
- Review the Google account currently shown as bound to your Esper enterprise.
- Look for an Upgrade for Free button on this screen. Its presence confirms that Managed Google Play enrollment has not been completed for this account.
Step 2: Complete Managed Google Play enrollment
- On the Apps & Configuration → Play Store screen, select Upgrade for Free.
- Follow the on-screen Android Enterprise enrollment flow to completion. Accept all prompts and confirm the binding when Google redirects back to the Esper Console.
- Confirm the Upgrade for Free button is no longer visible — this confirms enrollment is complete.
Step 3: Bind a different Google account (if enrollment fails)
If the currently bound account is a personal Gmail account or enrollment repeatedly fails, bind an eligible account instead.
- Navigate to Apps & Configuration → Play Store.
- Select the option to unbind the current Google account.
- Bind an eligible Google account. Google Workspace accounts are the most reliable choice; certain Gmail accounts are also eligible for Managed Google Play enrollment.
- Repeat Step 2 above to complete enrollment on the new account.
Step 4: Test Play Store app deployment
- Navigate to Apps & Configuration → Add Apps and select a Play Store app to deploy to a previously affected device.
- Open Devices & Groups → [Device Name] → Activity Feed and confirm the install command shows a successful status.
If this doesn't resolve it
Work through the following checks before contacting support:
- GMS certification: Play Store deployment via Android Enterprise is not supported on non-GMS or AOSP builds. Confirm your device model is GMS-certified before troubleshooting further.
- Esper Agent version: Navigate to Devices & Groups → [Device Name] → Device Details and check the Esper Agent version. If it is out of date, apply the latest update via Esper Software Updates and retest.
- Device-specific failures: If the error appears only on a specific device model, the manufacturer's Google Play Services implementation may have a compatibility issue with Android Enterprise. Collect a bug report by going to Devices & Groups → [Device Name] → Actions → Request Bug Report and save the output.
If Play Store installs still fail after completing all steps above, contact Esper Support with the following information:
- The bug report from an affected device
- A screenshot of Apps & Configuration → Play Store confirming enrollment is complete
- The affected device model and Esper Agent version
