Provisioning fails with "Waiting for device admin or owner rights": Factory reset is required — no workaround exists

When you attempt to enroll an Android device into Esper, the provisioning process may stall with an error message saying Waiting for device admin or owner rights. This happens when you try to provision a device that has already completed its initial setup. The only solution is to factory reset the device before enrollment.
Why this happens
Esper requires Device Owner mode to manage your Android devices fully. Android's operating system only allows Device Owner mode to be assigned during the device's initial setup phase—before any user accounts are created. Once a device completes setup and enters normal use, the Device Owner slot becomes locked and cannot be claimed by any mobile device management solution, including Esper. This is an Android platform constraint, not an Esper limitation.
Before you begin
Back up all critical data from the device using an external method, such as:
- Manual file transfer to a computer
- OEM cloud backup service
- Google Backup (if permitted by your organization)
Esper cannot help preserve data before a factory reset. A factory reset will erase all data on the device.
How to provision the device
- Navigate to Settings → General Management → Reset → Factory Data Reset on the device. (The exact path may vary by device manufacturer or Android version.)
- Perform a full factory reset.
- When the device reboots, you will see the out-of-box setup wizard. At this point, proceed with your chosen provisioning method:
- QR Code provisioning: Open the Esper Device Provisioner. Tap the screen 6 times at the "Welcome" screen to trigger the QR scanner. Generate a provisioning QR code from the Esper Console at Provisioning → Provisioning Methods → QR Code, then scan it.
- Zero-Touch, KME, or ABM: If you pre-configured the device in the respective portal, it will auto-provision on first boot.
- Complete the provisioning wizard. The device will enroll as Device Owner.
- Verify enrollment in the Esper Console. The device should appear under Devices & Groups with status Online. Check Device Details → Device Info to confirm the Esper Esper Agent is listed as Device Owner.
Troubleshooting
If the device still displays Waiting for device admin or owner rights after a confirmed factory reset:
- Verify that no other MDM profile was activated during setup (for example, a competing Zero-Touch or KME profile from a previous device management service).
- Confirm that you scanned the QR code at the correct point in the setup wizard—before any Google account or user account was added.
- If using Zero-Touch or KME, verify that the device's IMEI or serial number is correctly registered in the respective portal and that the Esper configuration is active.
- If provisioning fails after a clean factory reset and correct QR code scan timing, collect logs from the Esper Device Provisioner and the Esper Esper Agent, then contact Esper Support.
