WiFi toggle locked as "admin action" on Android 10 Newland devices despite Blueprint allowing WiFi

If you're managing Newland devices running Android 10 and the WiFi toggle in Android Settings appears locked as an admin action, this article will help you resolve it. This issue does not affect Android 14 Newland devices or other Android versions.
Before you begin
Verify the following conditions before you attempt to fix this issue:
- Your device is a Newland device running Android 10
- Your Blueprint does not include any WiFi restriction rules
- WiFi is explicitly set to "allowed" in your active Blueprint
Step 1: Check your device OS version
- In the Esper Console, navigate to Devices & Groups → [Device Name] → Device Info
- Verify the OS version is Android 10. If your device runs Android 14, this issue does not apply
Step 2: Verify no WiFi restrictions are configured
- Navigate to Devices & Groups → [Device Name] → Compliance Policy / Blueprint
- Confirm that no WiFi restriction rules (such as "disable WiFi" or "lock WiFi toggle") exist at the device level or at the group level
Step 3: Re-apply your Blueprint
- From the device detail page, navigate to Devices & Groups → [Device Name] → Blueprint
- Select Apply Blueprint to force a policy re-push
- Wait for the policy to sync to the device (typically 1–2 minutes)
Step 4: Verify the fix on your device
- On the affected device, open Settings → WiFi
- Check whether the WiFi toggle is now available and no longer shows an admin lock icon
- Attempt to toggle WiFi on and off to confirm it responds to user input
Step 5: Use Esper Settings as a temporary workaround
If the native Android Settings WiFi toggle remains locked after re-applying the Blueprint, you can use the Esper Settings app as an interim workaround to enable or disable WiFi on the affected device. The Esper Settings app WiFi toggle functions correctly on these devices even when the Android Settings toggle is locked.
Step 6: Update the Esper agent when a fix is available
This issue is caused by a known compatibility issue in the Esper agent on Android 10 Newland devices. A fix has been released in an updated Esper agent version. To update:
- Navigate to Devices & Groups → [Device Name] → Apps → Esper Agent
- Select Update
- Wait for the update to complete (the device will reboot if required)
- After the update, verify that the WiFi toggle in Android Settings is no longer locked
