Fixed an issue where the Esper Agent would fail to uninstall an app during a Converge command.

Fixed an issue where the Converge command would unnecessarily wait for the Chrome app to install even if it was already present on the device.

Fixed an issue where a device waiting for a reboot command wasn't cleared if an in-progress update happened later than the reboot command.
